Policy for the use of generative artificial intelligence

This resource sets out a framework for using generative AI (GenAI) in a council or similar public sector organisation. It can be adapted to meet organisational needs and applies to employees, contractors, suppliers and other third parties.

Versioning

This is an update to the original GenAI usage policy template first published in 2023.

You may have established an AI or GenAI usage policy based on version one of this policy.

Using the original version remains entirely acceptable. Any subsequent updates do not invalidate previously published policies but serve to enhance them. As AI technologies continue to evolve, so will governance policies. 

Executive summary

This GenAI usage template aims to support councils and similar organisations to establish proportionate AI governance. The template balances innovation with appropriate guardrails to ensure responsible, ethical, secure and transparent use if GenAI. As such, it has been designed to align with existing organisational policies, and to protect legal, ethical and reputational interests. It draws on national and international guidance, sector input, research and good practice, and highlights future considerations as technology, regulation and organisational needs evolve.

The template is supported by background that explains the need for clear, proportionate guidance and outlines current use of GenAI across the UK public sector, including its benefits, risks and challenges.
