In this guide, we look at the variety of choices there are when it comes to designing a shared service. Some of the smallest examples simply start with an informal agreement, such as a memorandum of understanding (MOU), or by using ‘delegated authority’, which allows a council to share spare capacity and services with a neighbour. One size certainly does not fit all.
