Synopsis:

This digest, produced for the British Council in 1999, addressed the harnessing of new technologies and new media to the governance agenda and to ‘electronic governance’. It gave a flavour of the many and various ways that citizens, together with local and central governments, were experimenting with ICTs in order to build and sustain democratic and accountable civil societies.
