    GDS Local exists to tackle the problems local government has normalised for too long: fragmented platforms, broken markets and repeated reinvention of the same digital capabilities. In this session, Madeline Hoskin draws on her work with GDS Local to challenge why duplication has become mistaken for local choice. Focusing on platform integration, market reform and reusable digital components, she argues that traditional collaboration models have failed to deliver reuse at scale. This is not about centralising control it’s about sharing effort. The session challenges leaders to stop solving the same problems alone and to shift from isolated solutions to shared capability, thinking about the many not the one.
