Helping local public services ‘open up digital’: Socitm Spring Conference, London, 23 April 2015

Against a backdrop of more, possibly greater, budget cuts for local public services, Socitm’s Spring Conference will explore the role of ‘digital’ in the way local authorities, the NHS, and third sector bodies respond.

The programme reflects continuing debates about how the ‘how’ and ’why’ of local digital services.

The opening keynote, Local public services as a platform will be delivered by Mark Thompson, of Methods Consulting and Cambridge Judge Business School. It will explore the need for a local GDS, how government might fund moves to a common platform, and alternatives like regional collaboration.
Philip Virgo, Vice Chairman (Policy), Conservative Tech Forum and Eddie Copeland, Head of the Technology Policy Unit, Policy Exchange will both present in the following session The rise of the network. This will cover how councils are working with PSN, the facilitation of information sharing and the question: ‘what does local government as a platform look like?

A session on the delivery of health and social care reform, ensuring that local public services are integrated, will be led by Inderjit Singh, Head of Enterprise Architecture, NHS England. This will be followed by Rob Kenyon, Chief Officer, Health Partnerships, Leeds City Council on workforce development. How can local public services build and maintain skilled, multi-agency digital teams, and what level of support is needed to develop the technical skills required and keep these in-house?

With service redesign being seen as the key to local public services that are designed around the needs of the user and may cost less to deliver, the final session will be led by John Jackson, Chief Information Officer (CIO), London Borough of Camden and Uros Strel Lencic, Lead UX Designer, Digital Catapult.
During the day there will also be a series of knowledge exchange seminars where delegates will be able to see showcased a range of innovative approaches to designing and delivering digital public services.
