How to: buy a computer system (part 1) - from inception to business case.

This briefing is focused on business applications, rather than infrastructure. It is for anyone who has the responsibility for resolving a problem with software in delivering services to local citizens or council workers. You might be doing it yourself, sponsoring a procurement or supervising someone doing any of these things.

You might be:

  • an IT professional who may or may not understand the business that the software is going to support, with or without extensive procurement experience
  • a business professional, e.g. a highways engineer or social worker who understands the business need, but not the technology
  • a service manager who has been asked to sort it out
  • a senior manager who has seen the perfect software at a conference.
